Of course that is the most simple thing to do. We could go even further. Have ANR and any speeding in urban areas leads to the driver being issued with a fine. The argument against is ‘freedom of the individual’. I don’t get it. They said the same when they introduced safety belts. Now everyone takes them for granted. There is no excuse for vans and cars driving in urban areas at above 30 mph.

In Latvia the 20mph (30kph) stretches are often coupled with speed cameras. Not surprisingly the rate of compliance is high.
